Backless gown, what length veil

Help! What length veil should I wear with my dress. Our wedding will be semi-formal. I am only 5'2" with a fairly thin/athletic build and oval face. I have purchased a tiara to wear with my two tier veil. At the request of my fiance, I am going to use the top layer of the veil as a blusher. Flower headpieces vs tiaras which is more formal?

I was just wondering, which is more formal, tiara or a flower headpiece?
